Companies who already have a lot of capital can afford to do this sort of thing, but most new businesses can't. There are some that require a fee, but why pay for it when you can get it for free? Bypass those websites and go for the ones that don't charge you anything. Just make sure that you are getting the information from a reputable site and that the sample was written by a real lawyer.
